Terms of References (ToR) for Staff Capacity Building Consultancy
- Introduction:
Deaf Empowerment Society of Kenya (DESK) is a registered non-governmental, non-partisan, and not-for-profit organization for and of Deaf persons in Kenya. DESK was founded in 2013 and became fully operational in 2015 with its head office in Embu County, Kenya. DESK has an overarching goal of being a leading thought leader in all matters affecting the Deaf and Hard of Hearing in Kenya and all over the world as it seeks to ensure equal opportunities in all walks of life for the Deaf and Hard of Hearing persons residing in Embu County and throughout Kenya.
DESK is planning a staff capacity building training for the year 2023 on two key areas of ICT and Resource Mobilization to improve the organization’s service delivery and sustainability.
2. Objective:
Through capacity building training, strengthen the capacity of DESK employees in ICT and Resource Mobilization for improved service delivery and sustainability.
3. Consultant responsibilities
- Determine the training needs and modes of training in line with the organization/staff needs.
- Take special measures for the trainees with disabilities to ensure reasonable adjustment/accommodation, presentation of information materials and support with sign-language interpretation or others, if required.
- Impart quality training to the staff using the standards of learning materials already available and/or to be developed.
4. Outputs/Deliverables.
The Consultant(s) will deliver the following outputs:
- Review of the training content based on submitted capacity assessment report (s).
- Develop a training schedule and train selected PWD CBOs.
- Report on lessons learnt and successes gained in training.
5. Reporting requirements
- Provide the capacity assessment report.
- Detailed work plan along with an inception report.
- Progress report on completion of training as per the standards of learning materials already available and/or to be developed.
- The Assignment Completion Report of training delivery.
6. DESK’s responsibility.
The responsibility of DESK includes:
- Provision of sign language services during the training.
- Provision of accommodation.
- Monitor, supervise, and review the progress of the work.
- Provide technical support/ feedback as necessary.
- Assist in coordination with relevant staff/stakeholders.
- Ensure payment of agreed amounts, based on performance.
- Any other tasks as described in the document of the implementation agreement.
7. Timeframe:
The duration of the agreement is for 3days starting from 17th August 2023 to 19th August 2023
8. Budget:
The budget should be included in the proposal.
19. Selection of implementing partners
The selected consultant/facilitator must have good knowledge of, ICT, Resource Mobilization, and disability inclusion and will have to develop training materials based on the capacity assessment report provided. They must have the capability to conduct quality capacity-building training in the areas identified in the capacity assessment report (s). The selection process will include, among others, preliminary shortlisting, followed by question-answer and discussion sessions, technical feedback/comments to them, and a final evaluation for the selection of qualified consultants.
10. Final evaluation criteria and score.
The final selection of the consultants will be made based on the following technical and financial weighted scores, out of 100:

11. Submission of Proposals
The DESK invites technical and financial proposals from the person to implement the assignment. The proposals should include methodology, a detailed budget, and a cover letter explaining why they are the most suitable for this assignment. Their applications must provide evidence of their demonstrated capacities against the evaluation criteria as mentioned in point 10.
An implementation agreement will be awarded based on the quality of technical and financial proposals following the DESK procurement and financial rules and regulations.
